The management of healthcare expenditures is a key factor for ensuring the sustainable and efficient functioning of the healthcare system. Healthcare and expenditure management in this sector are particularly relevant in the context of global economic instability and the growing needs of Bulgaria’s aging population. In Bulgaria, the rising healthcare costs and inefficient allocation of resources present significant challenges to the healthcare system. The lack of coordination, insufficient transparency, and weak control over public funds complicate the provision of quality healthcare services to the population. The aim of this study is to explore the challenges and opportunities for enhancing healthcare expenditure management in Bulgaria, drawing upon best practices from other EU countries. To achieve this objective, the following tasks have been undertaken: analysis of the current state 115 of healthcare expenditures in Bulgaria; examination of the factors driving the increase in expenditures; evaluation of the performance of existing cost control mechanisms; and proposing measures to optimize expenditures – formulating specific recommendations for improving expenditure management.
